			<content:encoded><![CDATA[<div>BOSTON &amp;mdash; The Coast Guard medically evacuated a 60-year-old man from a charter vessel 19 miles southeast of Gloucester, Mass., Thursday. <br />
 Watchstanders at the Coast Guard Sector Boston command center recieved a call at 12:16 p.m. from the 75-foot charter vessel Yankee Clipper, reporting that a 60-year old man aboard was experiencing chest pains.<br />
 A Coast Guard <a href="http://www.uscg.mil/d1/airstacapecod/" target="_blank">Air Station Cape Cod</a> <a href="http://www.uscg.mil/hq/cg7/cg711/h60s.asp" target="_blank">MH-60T Jayhawk helicopter</a> crew and a Station Gloucester <a href="http://www.uscg.mil/datasheet/47mlb.asp" target="_blank">47-foot Motor Life Boat</a> crew immediatley launched to assist.<br />
 The man was safely hoisted from the 47-foot Motor Life Boat to the helicopter and taken to Massachusetts General Hospital in Boston.<br />
 &quot;Helicopters provide the Coast Guard the capability to assist mariners in urgent need of medical care in a prompt, timely and effective manner,&quot; said Lt. j.g. Jared Carbajal, Public Affairs Officer at  Air Station Cape Cod.<br />

 The kayaker issued a Mayday call using his hand-held VHF-FM radio at approximately 11:28 a.m., after his kayak flipped over and he became exhausted about a quarter-mile off Deer Island.<br />
 A Coast Guard Maritime Safety and Security Team from Boston was conducting training in the area and arrived on scene at 11:30a.m. The crew pulled the uninjured kayaker aboard the <a href="http://www.uscg.mil/international/25ft.asp" target="_blank">25-foot Response Boat-Small</a> and assisted him back to his kayak. He was back on Deer Island at 11:34 a.m.<br />
 The kayaker was wearing a wetsuit, lifejacket and had a hand-held VHF radio.<br />
 &amp;ldquo;Having all the right gear probably saved his life,&amp;rdquo; said Petty Officer 1<sup>st</sup> Class Jason Thorn, the operational unit controller at the<a href="http://www.uscg.mil/d1/" target="_blank"> 1<sup>st</sup> Coast Guard District in Boston</a>. &amp;ldquo;With National Safe Boating Week kicking off this weekend, this is a reminder to the boating community that lifejackets and safe boating practices save lives.&amp;rdquo;<br />

 &quot;With Memorial Day ahead, the official recreational boating season is about to start,&quot; said Chief Petty Officer Erik Watson, officer in charge, Station Chatham. &quot;Boaters need to prepare now to ensure everything from their boat to their safety equipment is safe and ready for the new season.&quot;<br />

 Nationwide, boating deaths increased 12.8 percent in 2011, from 672 in 2010 to 758. The fatality rate measured 6.2 deaths per 100,000 registered recrational vessels, which was a 14.8 percent increase from 2010.<br />
 In the 1st Coast Guard District there were 53 recreational boating deaths. The Coast Guard's Office of Boating Safety Division has released all <a href="http://www.uscgboating.org/" target="_blank">statistics for 2011</a>.<br />
 <ul><li>Always wear your life jacket. Seventy percent of all fatal boating accident victims drowned, and of those, 84 percent were not wearing a life jacket.</li>
<li>File a <a href="http://www.floatplancentral.org/" target="_blank">float plan</a> with a family member or friend and ensure they know how to contact the Coast Guard. Include information about where you are headed, when you will return and  how many people are on board your vessel.  Including a detailed vessel description helps improve chances of a swift rescue.</li>
<li>Perform routine weather checks. Conditions on the water can change rapidly, especially on the Chatham Bar and being aware and alert is critical to survival.</li>
<li>Know your equipment. Ensure lights, anchors and ropes are in good working order. Always carry plenty of fresh drinking water to avoid dehydration. Having updated  nautical charts and a global positioning device in good working order will also improve your safety. </li>
</ul> Ensuring your communications equipment is in good working order is critical to your safety at sea. Cell phones, satellite phones, <a href="http://cgvi.uscg.mil/media/main.php?g2_itemId=1070447" target="_blank">emergency position indicator radio beacons</a> and VHF marine-band radios can improve your survival in an emergency. The Coast Guard discourages cell phones as a primary method of communications on the water.<br />
 EPIRBs can be triggered automatically or manually, but it is vitally important to  ensure they  are properly <a href="https://beaconregistration.noaa.gov/rgdb/" target="_blank">registered</a> with the <a href="http://www.noaa.gov/" target="_blank">National Oceanic and Atmospheric Administration</a>. The device signals your location to a satellite that relays information to the nearest rescue coordination center. A satellite phone is a type of mobile phone that connects to orbiting satellites.<br />
 Alcohol and water don't mix: It is illegal to operate a boat while under the influence of alcohol or drugs.<br />
 <ul><li>Maintain a safe boating speed at all times, especially in &quot;no wake&quot; zones and when the waterway has heavy traffic.</li>
<li>Don't overload your boat: Resist the urge to invite more people aboard than your boat was designed to carry. </li>

			<title>Westbrook native to become Coast Guard vice commandant</title>

			<content:encoded><![CDATA[<div>WASHINGTON &amp;mdash; <a href="http://www.uscg.mil/flag/cg01.asp" target="_blank">Vice Adm. John P. Currier</a>, a native of Westbrook, Maine, will become the 28th vice commandant of the U.S. Coast Guard during a military change of watch ceremony scheduled for Friday, here at Fort Lesley J. McNair.<br />
 The assignment will make him second-in-command of the military service.<br />
 Currier is the son of William and Janet Currier of Westbrook.  He is a 1970 graduate of Cheverus High School and a 1975 Graduate of the University of Southern Maine.  He served as a Westbrook police officer prior to entering the Coast Guard.<br />
 As vice commandant, Currier will oversee the Coast Guard&amp;rsquo;s operations, strategic development, organizational governance, and management of the service&amp;rsquo;s more than 57,000 employees and 30,000 volunteers.  He will also stand in for the Commandant, the service&amp;rsquo;s most senior officer, when needed.<br />
 Currier attended officer candidate school in 1976 and completed flight training to become a Coast Guard aviator in 1977.  He performed search and rescue, law enforcement and other duties as a helicopter pilot at Coast Guard Air Stations Cape Cod, Mass.; Sitka, Alaska; Traverse City, Mich.; and Astoria, Ore.<br />
 He commanded Coast Guard Air Stations Detroit and Miami.  While at Miami, his unit was the busiest air-sea rescue unit in the world, conducting more than 1,500 search and rescue and law enforcement missions per year with a fleet of HU-25 Falcon jets and HH-65 Dolphin helicopters.<br />
 Over his flying career, he earned the Distinguished Flying Cross and two Air Medals awarded for hazardous rescue missions.<br />
 Currier was promoted to Rear Admiral (lower half) in 2005.<br />
 Since becoming a flag officer, Currier served in several senior leadership positions, including command of the 13th Coast Guard District in Seattle.  He has served as the chief of staff and deputy commandant for mission support since 2010.  His team managed human capital, procurement, engineering, and information technology, and management of 20,000 Coast Guard active duty and civilian employees.<br />
 Currier has received numerous military awards during his career.  He also received the 1981 Harmon International Aviation Trophy, 1982 American Helicopter Association Fredrick L. Feinberg Award, 1982 Naval Helicopter Association Search and Rescue Aircrew of the Year Award, and 1983 Alaska Air Command Search and Rescue Pilot of the Year Award.  All were awarded for demanding rescue operations.<br />
 He earned a masters degree from Embry-Riddle University in 1997 and graduated from the United States Air Force War College in Montgomery, Ala.<br />
 Currier is married to the former Mary Jane Greenleaf of South Portland, Maine, and has two married sons and four grandchildren.<br />
 The Coast Guard protects those on the sea, protects America from threats delivered by sea, and protects the sea itself across all U.S. coasts and waters.  This area includes approximately 3.5 million square miles of exclusive economic zone, 95,000 miles of coastline and 50,000 miles of navigable waterways.<br />

<span style="font-family: times new roman">WHEELING, W. Va. &amp;mdash; Coast Guard Marine Safety Unit Pittsburgh, the Coast Guard Auxiliary and the West Virginia Department of Natural Resources will be conducting a safe boating event at Cabela's, May 19, 2012 from 10 a.m. to 2 p.m.</span><br />
<span style="font-family: times new roman">The Coast Guard will have a static display of a 25-foot Defender Class Response Boat and will be providing information on how to stay safe on the water as a way to kick off National Safe Boating Week.</span><br />
<span style="font-family: times new roman">In 2010, almost 500 people died nationwide from drowning in boating-related accidents. As much as 80 percent of these fatalities are due to the misuse or absence of life jackets.</span><br />
<span style="font-family: times new roman">&amp;ldquo;We intend to educate as many boaters as possible about the importance of boating safely,&amp;rdquo; says Petty Officer 3rd Class Jeff Johnston, a boatswain's mate with Coast Guard Marine Safety Unit Pittsburgh. &quot;Boaters are encouraged to learn how to safely operate their vessels through courses offered by the Coast Guard Auxiliary.&quot;</span><br />
<span style="font-family: times new roman">Auxiliary volunteers will hold a &quot;Ready-Set-Inflate&quot; demonstration in Cabela's Marine Department at 1 p.m. to emphasize the importance of properly inflating and using life jackets. Auxiliarists will also have public education presentations on boating safety in front of the store. In addition, the Auxiliary's Safety Boat Robot, Coastie, is scheduled to make an appearance to teach children about being safe on and near the water.</span><br />

<hr /><b>SECRETARY CLINTON:</b> Well, this is a very exciting time for all of us, which includes everyone in this room who has been working together in order to realize the dream of an effective, functioning partnership around food and nutrition security. And to those of you who have traveled from afar to be here in Washington, we welcome you. And in particular, we are honored to have the heads of state and government who have been introduced. These gentlemen are here because they understand the opportunity that is being presented to have a true partnership, a global partnership around the ending of food insecurity, hunger, and malnutrition. And we are very impressed that you have taken this leadership position and the time to be with us.<br />
 Also in this room are representatives of the G-8 nations. This G-8 effort began in Italy, and I see friends of mine from the Government of Italy who began this process in L&amp;rsquo;Aquila. And at Camp David this weekend, in partnership with our African partners, we take it to the next level.<br />
 We are also pleased that so many of you who understand the importance of public-private partnerships representing the private sector are here as well. Because very honestly, we cannot reach the ambitious goals we have set without involving the private sector. And you&amp;rsquo;ll hear tomorrow about the exciting investments and pledges that the private sector is making. We need your investment, your expertise, your global reach, your commitment to results.<br />
 So we are teed up and ready to go. We are so pleased that we have this opportunity to present all the work that has gone into the presentation. We&amp;rsquo;ll dive into the details tomorrow when USAID hosts the symposium, but I want, in addition to thanking all of you who have contributed, to thank my colleagues, the two former speakers. Dr. Raj Shah was working at the Gates Foundation when first he left to come to work in the Obama Administration at the U.S. Department of Agriculture. He began working on this effort which we know as Feed the Future, and he became such a valuable partner. And we were so pleased to see him become the director of USAID. He lives and breathes food security, and we are happy to be on the same trajectory with him to fulfill the goals we have set.<br />
 And I also wish to thank my chief of staff and counselor, Cheryl Mills, for the extraordinary work that she has done over the last three and a half years, basically just pushing, pulling, dragging us all across the finish line. Because if there were ever a cause worthy of our best efforts and our enduring cooperation, it is this one. We know the statistics: nearly a billion people worldwide suffer from chronic hunger; 75 percent of poor people live in rural settings and depend on agriculture for their livelihoods. So by improving agriculture, we can together strike a powerful blow against both hunger and poverty.<br />
 And that&amp;rsquo;s why food security is a priority of the Obama Administration. It is both the smart thing to do and the right thing to do. It is a moral imperative to help people escape hunger and poverty. It is an economic imperative to spread prosperity, create rising incomes, give people the chance to give their own children a better future. It is indeed a strategic imperative. We want to support and build up countries who have leaders like those here before you to take their rightful place of leadership regionally and globally.<br />
 In the last three and a half years, I&amp;rsquo;ve had the privilege of visiting farmers, agricultural scientists, health and nutrition experts in a number of countries. And there truly is a palpable sense of excitement that we are on our way; we are poised for the kind of breakthroughs that we haven&amp;rsquo;t seen since the Green Revolution. In fact, in several countries, we are already seeing meaningful progress. Feed the Future is working with 19 target countries, and during the past three years, those countries have increased their total food production by about 6 percent, which is 70 percent higher than the increase in food production among least developed countries. More food is available to more people, more farmers are earning higher incomes, and the ripple effects of health and prosperity are spreading despite the global economic slowdown.<br />
 And we know that this is a very long dream for our country. As Cheryl said, Ben Franklin, who&amp;rsquo;s up there watching over us, knew a lot about farming. And he was someone who understood the connection between providing for people and having stable political systems. And of course, Thomas Jefferson was an actual farmer, and in the next room you can see the desk at which Thomas Jefferson wrote portions of our Declaration of Independence. He always believed that one of America&amp;rsquo;s great strengths were our farmers and, in fact, in 1785 wrote in a letter to James Madison, &amp;ldquo;The small landholders are the most precious part of a state.&amp;rdquo; Well, we know from our own history smallholder farmers helped to build America, and now we&amp;rsquo;re seeing it across the world.<br />
 So we welcome all of you here as we begin this exciting two days in Washington. We&amp;rsquo;ve provided you with a lot of food, so please don&amp;rsquo;t be shy about enjoying it. But we do so out of that sense of gratitude that you are on this journey with us. Our G-8 partners and friends, our African partners and friends, our private sector, our health experts, our academics, our agricultural experts, everyone &amp;ndash; we are on a journey together. We&amp;rsquo;re proud of what the United States did during the Green Revolution, but we can&amp;rsquo;t keep looking toward the past and say that was great, look at what we did 30, 40 years ago. We now have to take what we know and apply it in the 21st century. We have to learn the lessons that we have learned, sometimes hard lessons over the last years, and we have to focus on the people, the people who will benefit, the people who will have their lives changed, the people of nations that will change because of this work.<br />
 So thank you all for your commitment to improving food and nutrition security for women and men who will never know about this, who will never know our names, but because of our work they will have their own lives changed and their futures uplifted. And that is the greatest reward of all. Thank you very, very much. (Applause.)<br />
